Description / Scope of Work
Railway Estate Development and Marketing Company (Pvt) Ltd (REDAMCO), a state-owned enterprise under the Ministry of Railways, invites Request for Proposals (RFPs) from experienced and capable consultancy firms registered with relevant authorities and tax departments. The consultancy assignment covers three distinct parts: Part-I focuses on Project Technical Planning, Part-II on Project Feasibility Study, and Part-III on Transaction Negotiation and Financial Closure. This procurement is published through EPAD and notice reference POD/10446/25 relates to planning, feasibility and transaction consultation services for railway estate development initiatives. The scope encompasses comprehensive technical assessment, financial viability analysis, and negotiation support for project closure. Eligible consultancy firms must be registered with appropriate professional bodies and tax authorities as per Quality and Cost Based Selection (QCBS) methodology outlined in Public Procurement Rules 2004.
Proposals must be submitted by firms meeting the prescribed eligibility criteria and holding valid registration and tax compliance certifications. Consultancy firms should have demonstrated experience in similar planning and feasibility assignments. Bid documents shall be delivered to the specified address in electronic format as mandatory requirement. The procurement process follows standardized selection methods to ensure competitive bidding and transparent evaluation of all qualified submissions.

Technical and Financial proposals must be submitted to the specified REDAMCO office address by 18 July 2026 at 2:00 PM and will be opened the same day at 2:30 PM in presence of interested representatives. Eligible firms may obtain further details from Manager Procurement, REDAMCO. Proposals not conforming to prescribed method will be rejected.
