Consultancy Services for Pakhtunkhwa Electric Power Distribution Company Establishment

The Energy and Power Department, Government of Khyber Pakhtunkhwa invites Request for Proposals under Rule 23(b) of KPPRA Rules 2014 from qualified consultancy services firms for the establishment of Pakhtunkhwa Electric Power Distribution Company. The assignment covers a comprehensive feasibility study encompassing all strategic phases of power distribution operations including intra-provincial operational and structural aspects, inter-linkages across federal and provincial entities, and regulatory and licensing frameworks at both federal and provincial levels in accordance with the Terms of Reference. The procurement is conducted on a Quality and Cost Based Selection method under National Competitive Bidding framework.

Eligible consultancy firms must possess active registrations with the Pakistan Engineering Council, Federal Board of Revenue, and KP Revenue Authority, demonstrating relevant prior experience in power distribution or utility establishment projects. Bidders are required to submit a 2% Bid Security of the bid price in the shape of a Call Deposit Receipt in the name of the Secretary Energy and Power. All applications must be submitted through the EPADS portal with clearly scanned copies of completed RFP documents, and incomplete submissions will not be considered for evaluation.

Technical bids must be submitted on or before 2:00 PM on 02-09-2026, with technical bid opening scheduled for 2:30 PM the same day in the presence of bidders or their representatives.
