Description / Scope of Work
The Privatisation Commission invites qualified interested parties to submit proposals for engagement as Financial Advisor for private sector participation through privatisation in two power distribution companies: Peshawar Electric Supply Company Limited (PESCO) and Hazara Electric Supply Company (HAZECO). This is a major privatisation transaction requiring comprehensive financial advisory services. The assignment covers the Federal territory with focus on these two DISCOs serving the Peshawar and Hazara regions. The financial advisor will provide end-to-end advisory services throughout the privatisation process including transaction structuring, financial analysis, bid management, and deal closure support.
Eligible interested parties may be individual firms, body corporates, or consortiums of firms with proven experience in major privatisation transactions and financial advisory services in the energy sector. Applicants must be registered with relevant authorities and possess requisite professional credentials. A mandatory non-refundable processing fee of USD 1,000 (or equivalent PKR at the exchange rate prevailing three days prior to submission) must accompany all proposals. Payment should be made by banker's cheque or wire transfer to the designated National Bank of Pakistan accounts provided in the invitation letter.
Technical and financial proposals must be submitted together by the closing date. The selection will be made under the Quality and Cost Based Selection (QCBS) procedure in accordance with the Privatisation Commission (Hiring of Financial Advisors) Regulations, 2018. Detailed Terms of Reference and the draft Financial Advisory Services Agreement are provided as appendices to this RFP.
