Pakistan State Oil Company Limited (PSO) invites quotations for customs clearing agent services for export documentation processing at multiple Export Processing Zones (EPZs) declared by the Government of Pakistan. The procurement encompasses export clearing charges services for four major mining projects: MCC Resources Development Limited (MRDL) Saindak, MHD Huaye Duddar, Koh-e-Sultan Mining Company Limited (KMCL), and Reko Diq Mining Company, all located in remote and sensitive areas of Balochistan including Chaghi and Lasbela districts in Sindh province. The service provider must handle customs clearance operations for significant petroleum product volumes including High-Speed Diesel (approximately 3,000,000 liters semi-annually at MRDL Saindak and 1,200,000 liters annually at MHD Duddar), Premium Motor Gasoline (90,000 liters semi-annually), High Sulfur Furnace Oil (12,000 metric tons semi-annually at MRDL and 6,000 metric tons annually at MHD), and lubricants (136,500 liters semi-annually). RFQ reference ICA4896AA dated July 5, 2026, covers fourteen job items for MRDL Saindak, two for MHD Duddar, and two for KMCL, with quotations required by July 21, 2026. Eligible bidders must be customs clearing agents with extensive experience in handling export documentation and clearances in remote and sensitive regions of Balochistan, with preference given to firms with nearly two decades of proven track record and experience serving major Oil Marketing Companies (OMCs). The clearing agent charges are incorporated into product pricing structure and charged separately from the supplier's margin, with costs borne by the customer.
