Description / Scope of Work
The Military Engineer Services invites applications from pre-qualified firms and contractors for the provision of certain facilities, furniture, and bazar supply items across multiple locations in Pakistan including Karachi, Islamabad, Lahore, and Turbat. This tender notice is issued under the provisions of Clauses 13, 15, and 16 of PPRA Rules 2004 and covers seven distinct work packages including provision of facilities at four major cities and supply of furniture and bazar items at these locations. The scope encompasses both infrastructure facilities and operational supplies required for military installations across the Federal province.
Eligible applicants must be firms or contractors already enlisted with Military Engineer Services in category A or B, or registered with other Government departments with demonstrated experience in similar works. All applicants are required to be registered with Pakistan Engineering Council with valid registration up to 30 June 2027. Mandatory submission documents include company profile with details of similar works completed in the last five years with sponsoring agency names and performance reports, list of enrolled manpower with valid PEC numbers for engineers, details of tools plants and machinery, bank statements for the last two years, and copies of NTN, FBR, PEC and MES registration certificates. Prequalified firms must deposit bid security equal to 2% of the quoted bid cost in favour of DW&CE (Navy) Islamabad, which is refundable to unsuccessful bidders.
Applications must be received at HQ DW&CE (Navy), Sector E8, Naval Complex, Islamabad by 1130 hours on 21 July 2026, with bid opening scheduled for 1200 hours on the same date. Tenders will be issued to prequalified firms and contractors only, following scrutiny of applications. Received bids will be evaluated against bid evaluation criteria formulated by HQ DW&CE (Navy), with the lowest evaluated responsive bid being identified and accepted. The Accepting Officer reserves the right to reject any or all applications in accordance with paragraph 33 of PPRA Rules 2004. Incomplete applications will not be entertained.
