Central Ordnance Depot Rawalpindi invites sealed bids for the procurement of general store items under tender reference 02/Normal/2026-27 for the financial year 2026-27. The procurement encompasses 35 line items including uniforms, combat boots, mess equipment, bedding, survival kits, and personal protective equipment required for Pakistan Army operations. The tender follows the Single Stage, Two Envelope Process as specified in PPRA Regulations and is open to Original Equipment Manufacturers (OEMs), authorized agents, distributors, and registered suppliers. The scope includes items such as rubberized badges, stainless steel cutlery, UN berets, khaki coveralls, combat boots with sierra soles, fleece blankets, and jungle camouflage hats. The procurement is planned within the current financial year either in full or in part, with quantities subject to amendment or decrease at the time of order placement.
Eligible bidders must be registered with the Federal Board of Revenue (FBR) on the Active Taxpayer List (ATL), hold valid Income Tax and Sales Tax registrations, and be registered with the Directorate General Defense Purchase (DGDP), Directorate General Procurement-Army (DGP-A), any Ordnance Depots of Pakistan Army, or Pakistan Engineering Council (PEC). Bidders are required to submit one sample of each item on the spot at tender opening, and tenders without samples will be rejected outright. Bid security equal to 5% of the estimated bid value must be deposited within five working days of intimation from COD Rawalpindi. All bidders are bound by the Official Secret Act to maintain confidentiality of bid details and contract information.
The complete set of Invitation to Tender documents can be obtained from the Local Purchase Office at Central Ordnance Depot Rawalpindi, Fort Road, Rawalpindi (telephone: 051-8770950, 0319-9436032) on any working day between 0830 hours and 1530 hours. Sealed bids comprising separate Technical Proposal, Financial Proposal, and Vendor Profile/Qualification Document envelopes must be delivered to COD Rawalpindi before 1030 hours on 22 July 2026. Bid opening will take place at 1100 hours on the same date in the Conference Room of COD Rawalpindi with bidder representatives in attendance. Failure to submit complete documents or to provide separate sealed envelopes for each proposal component will result in outright bid rejection.
