Description / Scope of Work
The Federal Board of Revenue invites sealed bids from eligible vendors for the deployment of a production monitoring solution across the leather sector in Pakistan. This procurement aims to authorize vendors for installation and maintenance of production monitoring systems for a three-year period. The solution must include barcode, QR code, RFID-based counting, pieces/pairs/square feet/weight measurement capabilities, industrial sensor-based monitoring, weighing or measuring machine integration, OCR/image-based recognition, camera and video analytics, or alternative solutions approved by FBR. The system must meet Technical and Proof of Concept evaluation criteria with preferable accuracy of 99% and minimum requirement of 95%. Eligible vendors must be registered with PPRA on E-PADS as vendors and with Income Tax and Sales Tax Departments, and be included in the Active Taxpayer's List of FBR. The procurement follows a two-stage bidding procedure under the PPRA Ordinance 2002 and Public Procurement Rules 2004. Bidders must submit technical proposals for evaluation based on defined Technical Evaluation Criteria. Successful bidders will be required to conduct a Proof of Concept which will be evaluated separately before a Bidders Conference is conducted by FBR.
Encrypted electronic bids must be submitted online on e-Pak Acquisition and Disposal System (e-PADS) website before 11 AM on 27th July 2026. The procurement is conducted under national competitive bidding procedures with all standard requirements for bid security, performance guarantees, and integrity pact to be furnished by successful bidders before contract award.
