Description / Scope of Work
The Infrastructure Development Authority of the Punjab (IDAP) invites bids for the procurement, supply, installation, commissioning and maintenance of radiology equipment under Package No. 03, Lot-J, specifically a portable ultrasound and echocardiography system for the establishment of the Federal Government Polyclinic (PGMI)-II at G-11/3, Islamabad. This is a complete turnkey project on DAP (Delivered at Place) basis, with comprehensive maintenance services included. The tender is issued under reference number HCP/FGPC(FGMI)-II/ME-260622-2/P03-J dated 22nd June 2026, and bidding will be conducted through the Electronic Procurement and Auction Development System (ePADS) of the Punjab Procurement Regulatory Authority. All lots and all items within each lot must be quoted by the bidding firm for consideration; any firm not quoting the complete package will stand disqualified, with evaluation carried out on the basis of the whole package including all items of all lots.
Bidders must be registered on ePADS to be eligible for participation in this procurement process. A scanned copy of the original bid security must be attached with the technical bid submitted on ePADS, while the original bid security document must be physically submitted to the office of the General Manager (Healthcare Projects-II) at IDAP on or before the bid submission deadline; failure to comply will result in bid rejection. The bidding process will be governed under the Public Procurement Rules 2004 as amended and applicable instructions from the Government of Pakistan.
Completed bids comprising technical and financial proposals must be submitted on ePADS at or before 15:00 HRS PST on 28th July 2026. Technical bids will be opened on the same day at 15:30 HRS PST in the Committee Room, Ground Floor, IDAP, 50-B3 Gulberg III, Lahore, in the presence of bidder representatives who choose to attend. In case of a government holiday causing office closure on the bid opening date, the submission and opening shall be postponed to the next working day at the same time.
