Description / Scope of Work
The Communication & Works Division Kohistan Lower, Government of Khyber Pakhtunkhwa invites electronic bids from eligible contractors for the construction of District Secretariat Kolai Pallas in Kohistan under ADP No. 220885. Two construction packages are being procured: Package No. 1 for external developmental works with an estimated cost of Rs 139.838 million, and Package No. 2 for main building works including the district administration block, mosque, and guard room with an estimated cost of Rs 259.565 million. The total project value exceeds Rs 399 million and is located in Kohistan, Khyber Pakhtunkhwa province.
Bidders must hold valid Professional Engineers Council (PEC) registration and C&W Department enlistment in the relevant categories (C-4 for Package 1, C-3 for Package 2). Applicants require valid NTN/Income Tax certificates, KPK Revenue Authority registration, and must demonstrate financial soundness and relevant experience from the last five years. Bid security requirements apply at 2% of Engineer's Estimate for bids up to 10% below the estimate, with additional security obligations for bids quoted between 10-20% and above 20% below the estimate. A tender fee of 0.05% (non-refundable) must be deposited as a separate call deposit along with earnest money.
Bidding solicitation documents are available for download from the E-PAD system and KPPRA website, or may be obtained from the office of the Executive Engineer, C&W Division Kohistan Lower upon submission of valid PEC registration, C&W Department registration card, and payment of Rs 3,000 non-refundable printing fee. Bids must be submitted electronically through the E-PAD system by 22 July 2026 at 12:00 PM, with technical bid opening on the same date at 12:30 PM. Original affidavits and bid security documents must be submitted in separate envelopes to the office of the undersigned in line with the two-envelope system. A pre-bid meeting is scheduled for 14 July 2026 at 11:00 AM at the Executive Engineer's office to address queries regarding bidding documents.
