Description / Scope of Work
The Federal Government Employees Housing Authority (FGEHA) invites proposals for the establishment and operation of a state-of-the-art English-medium college on a gross revenue-sharing partnership basis in Sector G-14/2, Islamabad. The project encompasses design, finance, build, operate, maintain and transfer (DFBOMТ) responsibilities under a 20-year concession agreement, extendable for up to ten additional years at FGEHA's discretion. The site comprises approximately 9,486 square yards (1.96 acres) in Islamabad. This is a single-stage, two-envelope procurement conducted through the ePADS v1.0 electronic platform under Public Procurement Rules 2004. The concessionaire must achieve a minimum gross revenue share of 10 percent, exclusive of taxes. Construction must be completed within 18 months from site handover.
Eligible bidders must be single legal entities operating in their own name; consortiums, joint ventures and associations are expressly prohibited. Bidders must submit a bid security of PKR 2,000,000 (two million rupees) valid for at least 180 days from the proposal submission deadline. The technical proposal must achieve a minimum threshold of 80 marks out of 100 to qualify for financial evaluation. A performance security of PKR 10,000,000 is required within 15 days of the Letter of Acceptance. Bids remain valid for 120 days from the submission deadline.
Bid documents are available through the ePADS portal at https://eprocure.gov.pk/. The pre-bid meeting is scheduled for 31st August 2026 at 1:00 PM. Clarification requests must be submitted by 31st August 2026 at 12:00 PM. Proposals must be submitted by 16th September 2026 at 12:00 PM to the R&I Section, FGEHA Head Office, 10-Mauve Area, G-10/4, Islamabad. Technical proposal opening occurs at 12:30 PM on the same date.
