Description / Scope of Work
The National Police Foundation (NPF) under the Ministry of Interior & Narcotics Control is inviting single-stage, two-envelope sealed bids for the construction of houses for ICT Police. This project is advertised through a tender notice issued by the NPF Head Office in Islamabad, Federal. The bid security requirement is Rs. 15,00,000 (fifteen lakh rupees). Bidders must submit both technical and financial proposals in separate sealed envelopes in accordance with the prescribed single-stage, two-envelope procedure. The estimated scope and contract value indicate a medium to large-scale construction undertaking.
Eligibility is restricted to firms with valid PEC (Pakistan Engineering Council) registration in categories C-3 to C-16, including C-5, C-9, C-10, C-13, C-14, C-15, C-16, CE-02, EL-04, EL-05, EL-07, ME-01 and ME-02. All bidders must hold valid NTN (National Tax Number) registration and possess active taxpayer status as verified through the Active Taxpayer List. Bidding documents containing detailed terms, conditions, specifications, and evaluation criteria are available through EPADs v2.0. Bidders must register on EPADs v2.0 to access and download documents.
Bid documents are obtainable from the EPADs system and through the NPF office. The pre-bid meeting is scheduled for Friday, 28 August 2026 at 1100 hrs at the Committee Room, First Floor, NPF Head Office, Islamabad. Sealed bids must be submitted by 1100 hrs on Friday, 04 September 2026 through EPADs v2.0 and to the NPF address. Technical opening occurs on Friday, 04 September 2026 at 1130 hrs at the Committee Room in the presence of bidders' representatives.
