Description / Scope of Work
Rawalpindi Institute of Cardiology invites sealed bids for the provision of integrated smart surveillance and access control service and system for the financial year 2026-27. The tender covers installation, commissioning, and operation of advanced surveillance and access control infrastructure at RIC Rawalpindi and NSCC Samli Murree locations. The project scope includes integrated smart surveillance systems with high-definition cameras, access control systems with biometric and card-based authentication, centralized monitoring and management platforms, and comprehensive technical support services. The service is expected to enhance security operations and access management across both healthcare facilities in Punjab.
Bidders must meet mandatory eligibility requirements including valid National Tax Number (NTN) certificate, General Sales Tax (GST) registration certificate, valid Professional Tax Certificate, and bank certificate or statement demonstrating financial capability. All proposals must be submitted with a bid security deposit of 2 percent of the total estimated cost in the form of a call deposit or bank guarantee payable to Rawalpindi Institute of Cardiology. Technical proposals must be submitted on company letterhead with clear brand and manufacturer names specified for each item; price quotations must be segregated and submitted separately. Joint venture bidders must provide duly signed agreements specifying the responsibilities of each partner and demonstrating joint and several liability.
