King Edward Medical University, Lahore invites sealed bids for the procurement of an AI-based smart access control system for attached hostels under PPRA Rules 2014, 38(2)a (amended to date). This tender, reference 07-27, covers the supply and free delivery of an intelligent access control solution designed to enhance security and operational efficiency at the university's hostel facilities in Lahore, Punjab. Eligible bidders must be registered with the sales tax and income tax departments with active professional tax certificates for the current financial year. A bid security equal to 2% of the estimated price must be submitted in the form of a CDR or bank guarantee issued in the name of the Vice Chancellor, KEMU, Lahore, without which offers will be rejected. Bids must have a validity period of 180 days. The bidding procedure follows a single-stage, two-envelope format where technical and financial proposals are submitted separately and evaluated independently. Manufacturers or sole agents/importers of imported goods are welcome to participate.

Sealed tenders should be addressed to the Vice Chancellor, King Edward Medical University, Lahore, and submitted to the Senior Purchase Office, Patiala Block, KEMU. Technical proposals will be opened on 22-08-2026 at 10:30 am through the PPRA ePADS online portal in the presence of bidders or their authorized representatives. Bids must be typed (not handwritten), must specify the brand clearly, must not be conditional or ambiguous, and must not be submitted by firms with prior bad experience with KEMU or those blacklisted or suspended by any authority.
