Description / Scope of Work
The Government of Punjab, Law and Parliamentary Affairs Department, invites sealed bids for the provision of legal consultancy services through open competitive bidding as per PPRA Rules 2004. The tender, referenced as NIT 01-2026, seeks qualified legal consultants to provide comprehensive advisory and representation services for matters pertaining to provincial government affairs. The estimated contract value is Rs. 5,000,000 with a duration spanning from June 2-8, 2026, and extending through June 30, 2026, encompassing dispute resolution, contract review, regulatory compliance assistance, and litigation support across multiple government departments and offices in Punjab.
Eligible bidders must be registered firms or individuals holding valid licenses from the Law Council or Bar Council of Pakistan with minimum three years of continuous professional experience in legal consultancy and corporate law. Bidders must provide certified copies of professional licenses, tax returns for the preceding two years, audited financial statements, and evidence of successful completion of similar assignments. A bid security of five percent of the estimated contract value must be submitted in the form of a bank guarantee or pay order in favor of the Treasury Officer, Law and Parliamentary Affairs Department. All bidding documents must comply with PPRA 2004 requirements and Pakistani contract law standards.
Interested bidders may obtain tender documents from the Law and Parliamentary Affairs Department office in Lahore during office hours on submission of an application with photocopies of professional credentials. Sealed bids must be deposited at the office of the Principal Secretary, Law and Parliamentary Affairs Department, Government of Punjab, before June 23, 2026, at 2:00 PM. Bids will be opened publicly on the same day at 2:30 PM in the presence of bidders or their authorized representatives. Technical and financial evaluation will follow PPRA criteria, and the contract award decision will be communicated within fifteen days of bid opening.
