Description / Scope of Work
The Directorate General of Drug Precautions (DGDP), Punjab invites prequalification applications from pharmacy vendors, firms and companies for inclusion in the approved vendor list for supply of pharmaceutical products and medical store items. This procurement covers both retail and licensed pharmacies operating across Punjab province, including major cities. The evaluation framework assesses vendor credentials based on SECP registration, DGDP registration history, financial category classification, number of registered items with DGDP, geographical spread across provinces, number of independent pharmacies operated, pharmacy business experience, organizational employment strength, warehouse facilities, and inventory management capabilities. Eligible vendors must demonstrate compliance with regulatory requirements including valid drug selling licenses, distribution licenses, and proper warehouse infrastructure with temperature and humidity control facilities.
Vendors must meet specific eligibility criteria including current registration with SECP and DGDP with minimum experience requirements. Financial category classification ranges from Category A (highest) to lower categories based on annual turnover. Applicants must maintain inventory levels of at least 20 million rupees throughout the contract period and demonstrate accumulative inventory value across all pharmacies. Cold chain capability with backup electrical supply (UPS or generator) is mandatory for medical store operations. Police verification of proprietors and qualified pharmacy staff is required. Security clearance from defense organizations is mandatory for vendors handling sensitive supplies. Vendors must not have any blacklisting history or pending disputes in courts. Active tax payer status and external audit compliance are essential prerequisites.
Bid documents can be obtained from the DGDP office in Punjab. Interested vendors should submit complete applications with all supporting documentation including FBR registration certificates, financial statements for the last financial year, tax payment proof, salary disbursement records, and external audit reports. Direct POS integration with FBR and active participation in federal government institutions supplies enhances evaluation scores. The evaluation is based on a total of 390 marks with scoring criteria detailed in the technical and financial evaluation matrix. Vendors meeting prequalification standards will be approved for supply of pharmaceutical products to DGDP facilities across Punjab.
