Description / Scope of Work
The Higher Education Commission (HEC), Pakistan invites sealed bids from reputable firms and contractors having relevant experience and valid registration with the Income Tax and GST departments for the execution of fencing works at HEC Buildings located in Khanaspur, Ayubia in the Federal Territory. The tender is issued under reference 03/HEC/RE/2026-27 and follows a single-stage, one-envelope bidding procedure for this national-level procurement. Bidders must be registered with the Federal Board of Revenue and must demonstrate completion of at least one fencing or boundary wall work during the last five years with supporting documentary evidence such as work orders or completion certificates.
Eligibility requirements mandate that participating contractors possess a valid PEC (Pakistan Engineering Council) registration certificate and provide an original bid security of Rs. 200,000 in the form of a pay order or bank draft payable to the Director General (Finance), HEC. Bidders must submit an original affidavit confirming non-blacklisting status and absence of litigation history with any government, semi-government, or autonomous bodies. Income Tax and Sales Tax registration certificates must be current and appear on the active list of the Federal Board of Revenue. All bids must be submitted without any of these mandatory documents attached to the submission.
Bid documents may be obtained until Tuesday, July 28, 2026, and must be submitted electronically through the e-Pak Acquisition and Disposal System (e-PADS) by 1330 hours on the same closing date. Public opening of bids will occur at 1400 hours on July 28, 2026, at the Auditorium Block, HEC, H-9 Islamabad. For technical assistance with e-PADS, prospective bidders should contact PPRA. The Higher Education Commission reserves the right to reject any or all bids prior to acceptance in accordance with Rule 33 of the Public Procurement Rules. In case of a public holiday on the bid opening date, bids will be opened on the next working day.
