Description / Scope of Work
The National Institutes of Health (NIH) invites sealed bids from eligible suppliers for the procurement of cell culture rabies vaccine ready to fill bulk on F.O.R. basis in Islamabad. This procurement is planned under the FY 2026-27 budget allocation and aims to source high-quality rabies vaccine in bulk format suitable for filling operations. The procurement process will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 following a Single Stage-Two Envelope methodology with Least Cost Based Selection (LCBS) technique in compliance with the Public Procurement Rules, 2004 and relevant regulations issued by the procurement authority.
Bidders must be eligible as per the eligibility criteria specified in the bidding document and must submit bids accompanied by bid security in the form of a Pay Order, Call Deposit, Demand Draft, or a bid securing declaration as outlined in the prescribed format. All documentation must comply with the technical specifications and related services requirements as detailed in the items and lot specifications section of the bidding document. Interested bidders are required to register on EPADS v2.0 to access the complete e-bidding documents containing detailed terms, conditions, specifications and all submission requirements.
E-bids prepared according to the bidding document instructions must be submitted through EPADS v2.0 on or before Tuesday, July 28, 2026 at 11:00 AM, with electronic opening scheduled for the same day at 11:30 AM.
