Pakistan Post, through the Postmaster General Central Punjab Circle Lahore, invites sealed tenders from financially sound and experienced transportation contractors for mail delivery services on 22 mail routes across Central Punjab. The tender encompasses two primary routes: Lahore-Sheikhupura-Nankana-Sanglah Hill with a daily two-way distance of 309.2 kilometers, and Lahore Postal Area 07 covering 102.7 kilometers. The contract duration is three years, with vehicles required to be in good condition and properly equipped with security seals as per Pakistan Post specifications. The tender will be processed through PPRA's e-Pads platform, with both technical and financial bids required for evaluation and selection of the most qualified contractors.
Eligibility criteria require bidders to possess valid NTN and PST registration, demonstrate transportation business experience, maintain operational offices in Central Punjab with repair and maintenance infrastructure, and provide a fleet of vehicles registered in the bidder's name. A non-refundable tender form fee of 5,000 Pakistani rupees is required for each mail route, and a refundable bank guarantee of 100,000 rupees must accompany the tender submission. Technical bid evaluation will be conducted on a 60-point scoring system assessing experience, operational capacity, infrastructure, vehicle fleet quality, and financial stability. Only bidders achieving 60 percent or higher in technical evaluation will be eligible for financial bid opening.
Bid documents can be downloaded from the PPRA e-Pads portal at www.eprocure.gov.pk from the PS Branch at the Postmaster General's office in Lahore. Completed tender applications and bank drafts must be submitted by 28 July 2026 at 9:30 AM, with technical and financial bids opening at 10:45 AM the same day.
