Military Engineer Services invites pre-qualification applications from firms and contractors for five categories of civil works in Karachi, Federal. The works comprise hiring of consultant for RS of Re-Construction of Civil Work at Karachi, construction of building at Nathiagali, construction of CH and DH at Karachi, construction of sports ground at Karachi, and general construction civil work at Karachi. Applications must be received by HQ DW&CE (Navy) Sector E8, Naval Complex, Islamabad by 1130 hours on 28 July 2026 and will be opened at 1200 hours the same day. The tender is issued in accordance with Clause-13, 15 and 16 of PPRA Rules-2004.
Eligibility is restricted to firms and contractors enlisted with MES in category A and B or other government departments with experience of similar type of works. Applicants must provide company profile containing description of similar nature of works completed during the last five years with sponsoring agency details, cost of works and performance reports. Required documentation includes list of enrolled manpower with valid PEC numbers, details of tools plants and machinery held, bank statements for the last two years, and valid NTN, FBR, PEC, and MES Registration Certificates. Firms not registered with Pakistan Engineering Council by 30 June 2027 will not be considered. Bid security equal to 2% of quoted bid cost must be deposited as per PPRA Procurement Code 4th Edition, refundable to unsuccessful bidders.
Prequalified firms will be issued tender documents only. Bids will be evaluated according to criteria formulated by HQ DW&CE (Navy). The accepting officer reserves the right to reject any or all applications under para-33 of PPRA rules-2004. Incomplete applications will not be entertained.
