Description / Scope of Work
Northern Areas Transport Corporation (NATCO) invites sealed bids from qualified manufacturers, authorized dealers, importers, distributors and suppliers for the procurement of Heavy-Duty Cargo Trucks for NATCO Freight Operations. The trucks are required for operations on domestic routes within Gilgit-Baltistan and the Pakistan-China Cross-Border KKH/CPEC Corridor. International manufacturers may participate through their authorized local dealers or representatives in Pakistan. The offered vehicles must comply with technical specifications and operational requirements including high-altitude compliance, warranty provisions, after-sales services and spare parts availability as prescribed in the bidding documents.
Bidders must possess valid NTN, GST Registration, SECP/Company Registration and valid Manufacturer's Authorization or Dealership Certificate, and shall not be blacklisted by any Government authority in Pakistan or internationally. Eligibility requirements include a minimum of ten years experience in supply or trading of Heavy Commercial Vehicles in Pakistan, with at least 200 heavy-duty trucks supplied to Government or Semi-Government organizations during the last five years. Bidders must demonstrate a minimum average annual turnover of PKR 1.5 Billion during the last three financial years and submit audited financial statements with a Bank Solvency Certificate. A Bid Security equivalent to 5 percent of total bid value in the form of Pay Order, Demand Draft or Bank Guarantee must be submitted with the Technical Proposal.
Tender documents containing detailed terms and conditions can be obtained from the office of Manager Procurement at NATCO Head Office Gilgit or General Manager (South) at NATCO Islamabad upon payment of a non-refundable fee of Rs. 10,000 deposited to NATCO account PK36ALFH0119001003485687. Bids shall be submitted under Single Stage Two Envelope Bidding Procedure with separately sealed Technical and Financial Proposals by 11:00 AM on 29th July 2026. Opening of Technical Proposals will occur at 12:00 PM on the same date at NATCO Head Office Gilgit. Only bidders obtaining minimum 75 marks out of 100 in Technical Evaluation shall qualify for Financial Proposal opening. NATCO reserves the right to conduct technical inspections, road tests and factory visits to assess technical capability and compliance.
