Description / Scope of Work
Jinnah Postgraduate Medical Centre, Karachi, a premier government healthcare institution in Sindh, invites electronic bids for the procurement of life saving medical supplies specifically liquid medical oxygen for the financial year 2026-27. This tender is issued under Rule No. 46(1) of the Sindh Public Procurement Regulatory Authority (SPPRA) Rules 2010 as amended to date, and will be conducted through the E-Pak Acquisition and Disposable System (EPADS) portal using a Single Stage One Envelope procedure. The procurement is for supply of medical gases required to support critical patient care operations at the medical centre located in Karachi.
Eligible bidders must be registered on the Active Taxpayers List of the Federal Board of Revenue and possess valid Sales Tax and Income Tax Certificates. Prospective suppliers must demonstrate an average turnover of not less than Rs. 300 Million over the last three financial years, supported by documentary evidence and income tax returns. Bidders are required to provide proof of at least five years experience in distribution of liquid medical oxygen to public or private health institutes, and must have successfully completed at least two previous contracts for supply of liquid medical oxygen to tertiary care hospitals with satisfactory performance certificates. A tender fee of Rs. 3,000 (non-refundable) in cash and bid security equivalent to 3 percent of the total bid price in the form of pay order, bank draft, or call deposit receipt must be submitted before the deadline. Bidders must further provide evidence of ISO-9001 certification and production standards complying with British, USP, or European Pharmacopoeia.

Interested bidders must first register themselves on the EPADS system at https://sindh.eprocure.gov.pk/#/supplier/registration to submit electronic bids. All bids must be submitted through EPADS by 04.08.2026 at 10:30 a.m., with tender fee and bid security reaching the procuring agency before the submission deadline. Bids will be opened on 04.08.2026 at 11:00 a.m. at the Committee Room adjacent to the Executive Director's Office in the Administration Block of Jinnah Postgraduate Medical Centre.
