Description / Scope of Work

The Privatisation Commission of the Government of Pakistan invites technical and financial proposals from qualified interested parties for the hiring of a Financial Advisor to provide comprehensive financial advisory services for the privatisation transaction of State Life Insurance Corporation of Pakistan (SLIC). This is a significant transaction requiring experienced advisory support, with the scope encompassing full financial advisory services throughout the privatisation process. The assignment is based in Islamabad, Sindh province, and represents a strategic opportunity for firms with demonstrated experience in similar large-scale privatisation transactions in the insurance or financial services sector. Interested parties may participate individually or as a consortium with relevant transaction experience. The Request for Proposal package containing detailed Terms of Reference, Evaluation Criteria, and the Draft Financial Advisory Services Agreement is available at https://privatisation.gov.pk/SLIC-FAEOI. Proposals must be submitted via email to advisorims@privatisation.gov.pk and by courier delivery with one original and five copies to the office of Advisor (III), 4th Floor, New Pak Secretariat Building, Kohsar Block, Constitution Avenue, Islamabad, Pakistan. A non-refundable processing fee of One Thousand US Dollars (USD 1,000 only) must be paid by bankers cheque or wire transfer with details provided in the RFP on or before 3:00 PM Pakistan Standard Time on August 13, 2026. The Privatisation Commission welcomes inquiries from prospective bidders and emphasizes that this advertisement is not an offer or warranty but rather an invitation for technical and financial proposals. For further queries, contact the Transaction Manager at tmailc@privatisation.gov.pk or telephone +92-51-924-6046.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

Privatisation Commission seeks a Financial Advisor for SLIC privatisation—a high-value, complex transaction requiring end-to-end advisory through transaction closure.

This is a prestige engagement for firms with proven experience in large insurance/financial services privatisations. The 18-month runway (to August 2026) suggests a structured, phased process rather than emergency procurement. Realistic bidders are tier-1 advisory houses or consortia; local SMEs unlikely to compete unless partnered with major players. One-off assignment with strategic visibility.

Who can bid: Not explicitly stated. Typically, bidders must hold valid SECP registration (if Pakistani), NTN, and tax compliance certificates. International firms typically require PTA clearance or registration with Board of Investment. Demonstrated track record in privatisation transactions (insurance, financial services, or comparable) appears essential. Consortia permitted. Pre-qualification via RFP evaluation likely gates final shortlist.
