Description / Scope of Work

National University of Medical Sciences (NUMS) invites sealed proposals through PPRA EPADS for the supply, installation, and commissioning of monopole hybrid solarized parking sheds at NUMS–NIASR, Abid Majeed Road, Rawalpindi in Punjab. The project involves designing and installing a complete hybrid solar photovoltaic system with single line diagrams from PV modules to point of injection, integrated with a monopole elevated steel structure at the main parking area. The system must include all necessary protection devices such as earthing, anti-islanding protection, AC/DC disconnects, lightning arrestors, surge protection, and monitoring instruments. The scope encompasses safe trenching for cabling from the parking area to the generator room or existing solar system, an AC power distribution cabinet with all components, and remote monitoring capability via mobile and computer. Work must include two years of after-sales services and maintenance. Bids shall be received under a single stage two envelope procedure with separate technical and financial proposals submitted together in one sealed envelope.

Applicants must hold a valid AEDB certificate, valid PEC registration in solar category (EE11 XVII, III, VI, XXV, ME07 V, or M05), and valid income tax and sales tax registration certificates. All applicants must provide completion certificates of projects of 125 KW or more (hybrid or on-grid solar PV plants) completed in the last five years, including customer details and contact information. A system design report generated through solar PV simulation software showing year-wise projected AC energy output for 15 years is mandatory. Applicants must also submit a list of three trained graduate engineers (electrical, mechanical, and civil) with more than five years' experience on solar PV plants and valid Pakistan Engineering Council membership cards. Bid security of 2 percent of the total proposal amount must be submitted as a CDR, demand draft, or pay order in favor of National University of Medical Sciences (NTN # 9010197-0). No other mode of bid security will be accepted.

Tender documents can be obtained from NUMS, and sealed bids must be delivered to NUMS ATR Building, Humayun Road, near Kutchery Chowk by Thursday 23 July, 2026 before 1000 hours. Bids will be opened on the same day at or after 1030 hours in the presence of the Tender Evaluation Committee and interested applicants' representatives. All bids must be prepared in English, completed in full, and include item-wise rates with all applicable government taxes, accessories, transportation, installation, and service charges included. Tender documents must be submitted in standard sealed envelope format and documents sent by email or fax will not be accepted. Complete payment will be made only upon complete and satisfactory installation, commissioning, and acceptance of the solar system by NUMS, with no mobilization or advance payment offered.
