For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
PPDUCL seeks O&M service providers for a 5.38 MW run-of-river hydro facility—a niche, specialized contract requiring sustained technical capability rather than one-off construction.
The ~18-month lead time suggests deliberate planning. Scale is medium (small generation asset, but O&M is recurring revenue). Notable: prequalification is mandatory before bidding; foreign consortiums permitted but must navigate PEC compliance. Winning contractor will likely hold multi-year operational control—suitable for firms with hydro operations track record and licensed technicians.
Who can bid: Applicants must hold valid PEC O-2 category license (or equivalent). Joint ventures and foreign firms permitted if compliant with PEC bylaws. Typically, applicants need active NTN, SECP registration (if limited company), and relevant experience portfolio. Registration on Punjab e-Procurement System mandatory. Prequalification is gatekeeping step—failure disqualifies from bidding.
