State Life Insurance Corporation of Pakistan, through its Health & Accident Insurance (H&AI) Zonal Office in Faisalabad, invites sealed technical and financial bids for the printing and supply of corporate cards for corporate clients. The procurement involves the design, printing, and delivery of approximately 500,000 multi-colour plastic cards to be distributed to regional and zonal offices of the H&AI Division across Pakistan including Karachi, Lahore, Islamabad, Peshawar, Quetta, and Faisalabad. The estimated delivery time is seven days from work order issuance, with provisions for expedited delivery on urgent requirement. The tender is floated under PPRA and E-pad rules with procurement Title P91534.
Bidders must be registered with E-pad, GST, and Income Tax authorities with a minimum of five years relevant experience in printing and supply of plastic cards. Eligible vendors must submit a bid security of 2 percent in the form of a pay order or demand draft, along with a separate bid fee of PKR 1,000. Mandatory submissions include certified copies of tax registration certificates, proof of non-blacklisting undertaking on legal stamp paper, ISO certificates (9001, 14001, 18001, 45001), last three years audit and financial reports with bank maintenance certificates, details of manufacturing capacity and equipment, material inventory proof, and evidence of similar government projects supplying a minimum of 2.0 million cards.
Sealed bids must be submitted through EPADS V2.0 by 11 September 2026 at 11:00 AM, with technical and financial bid opening on the same day at 11:30 AM in the presence of bidders or representatives. The cards must be manufactured from PVC plastic of 760 micron thickness (±5 percent) conforming to ISO Standard 7816, with dimensions of 86x54 mm, featuring 4+4 colour offset printing on both sides with metallic printing and customization capabilities. Ink jet printable cards and digital printing alternatives will be rejected. The quoted rate must remain valid for 120 days and must be inclusive of all duties, taxes, packing, octroi, and delivery charges.
