This is a national-level procurement using the Single Stage-Two Envelope method with Quality and Cost Based Selection technique, conducted in accordance with the Public Procurement Rules 2004. The procurement is managed through the e-Pak Acquisition and Disposal System platform and covers the supply of engine oil required for the operational needs of the Islamabad Capital Territory Police, headquartered in Sector H-11, Islamabad Capital Territory.

Bidders must be eligible under the procurement regulations and registered on EPADS v2.0 to participate. All bids must be accompanied by bid security in the form of a pay order, call deposit, bank guarantee, demand draft, or an alternative bid securing declaration as specified in the bidding documents. The bid security ensures compliance and protects against non-performance. Only registered vendors on the e-Pak Acquisition and Disposal System platform are permitted to submit bids.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

ICT Police seeks engine oil supply for fleet operations—likely recurring annual procurement given fiscal year 2026-27 reference.

Scale appears medium to large (government police force across capital territory). Tight closure (July 27, 2026) with same-day bid opening limits response preparation time. EPADS mandatory registration prerequisite may exclude unregistered suppliers. Quality and cost-based selection suggests technical specifications will be weighted alongside price competitiveness.

Who can bid: Bidders must register on EPADS v2.0 platform; typically require NTN, valid business registration (SECP for private entities), and tax compliance. No specific PEC category mentioned for oil procurement. Non-registration on EPADS is disqualifying. Standard government procurement eligibility under PPR 2004 applies.
