For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
CDA is procuring construction of four Rescue 1122 office facilities across Islamabad (G-11, I-14/2, I-9, Model Town Hummak).
This is a medium-to-large bundled project with 18-month runway to July 2026. Notable: multi-site execution complexity, government agency client (payment reliability higher), LCBS methodology (cost-critical competitive environment), mandatory EPADS e-bidding platform (digital compliance essential). Single-stage two-envelope reduces negotiation scope. Pre-qualification requirement filters smaller players.
Who can bid: Bidders must hold Pakistan Engineering Council (PEC) registration at Category C-2 or above and be pre-registered on EPADS v2.0 portal. Typically, NTN and active SECP/relevant authority registration also required for government contracts, though not explicitly stated here. Check CDA pre-qualification criteria on EPADS for financial/technical thresholds.
