Construction and Renovation Works at FIA Headquarters Islamabad by CDA

The Capital Development Authority (CDA) invites electronic bids from eligible bidders registered with the Pakistan Engineering Council (PEC) for procurement of five construction and renovation projects at FIA Headquarters in Islamabad, Federal Province. The works include construction of a Counter Terrorism Wing (CTW) at FIA Headquarters Sector G-8-4; construction of additional rooms on ground floor, first floor, and second floor of the main block and wing blocks with facade uplifting at FIA Headquarters Sector G-8-4; renovation and repainting of the main block at FIA Headquarters Sector G-8-4; construction of a cafeteria at FIA Headquarters Sector G-8-4; and construction of a new boundary wall at FIA Headquarters Sector G-8-4. The procurement will be executed through a Single Stage One Envelope procedure using Lowest Cost Based Selection (LCBS) technique in accordance with Public Procurement Rules 2004 and all applicable regulatory guidelines issued by the Authority.

Bidders must be registered with the Pakistan Engineering Council (PEC) in the relevant category to be eligible for participation. All bids must be accompanied by a bid security of an amount specified in the bid security section of the bidding documents, submitted in the form of a Pay Order or Call at Deposit. Bidders are required to obtain themselves registered on ePADS v2.0 portal to participate in the e-bidding process and access all detailed terms, conditions, specifications, and requirements.

E-bidding documents are available on the ePADS v2.0 portal at https://vendors.epads.gov.pk. Interested bidders must submit their e-bids through ePADS v2.0 on or before the submission deadline of 29 July 2026 at 11:00 AM, with opening scheduled for the same day at 11:30 AM or later depending on the specific work.
