Description / Scope of Work
The Civil Military Engineer Services (CMES) Navy Compass at PNS Karsaz invites sealed tenders for four major construction and maintenance projects in Sindh Province. The scope of work includes provision and installation of certain facilities at Karachi, provision and installation of certain facilities at NAS Turbat, abnormal repair and replacement with major maintenance and minor works at Karachi, and abnormal repair and replacement with major maintenance and minor works at NAS Turbat. These defence infrastructure projects are being tendered under FPRA Rule 13(1) of 2004, representing significant capital investment in military engineering capabilities across the province.
Eligible contractors must be registered with the Pakistan Engineering Council (PEC) and must provide certificates confirming non-involvement in any litigation with government departments and clearance from the Directorate of Inspection and Evaluation (E-in-Cs Branch GHQ). Only contractors on the approved MES list in categories A, B, C, or D with relevant experience in similar defence and construction work may apply. Contractors are required to submit complete credentials demonstrating their technical and financial capability to execute works of this magnitude and complexity.
Applications for tender documents must be submitted by 1130 hours on 29 July 2026 and will be opened at 1200 hours on the same date at the accepting office. Interested parties can contact CMES Navy Compass at PNS Karsaz for further details between 0800 and 1400 hours on all working days. The accepting officer reserves the right to accept or reject any tender. Rejected tenders will be dealt with in accordance with Para 33(i) of FPRA Rules.
