Outsourcing of three closed Pakistan Railway schools on PPP mode (RUOT)

Pakistan Railways invites proposals from reputable national firms, companies, and joint ventures with education sector experience to rehabilitate, upgrade, operate and transfer three closed non-operational schools located in Quetta and Karachi divisions under a Public-Private Partnership model on revenue sharing basis. The three schools are P.R. Industrial School Quetta, P.R. Secondary School Kotri Karachi, and P.R. Secondary School Pipri Karachi. The concession period is thirty years including two years mobilization period, during which the private concessionaire will finance, modernize, expand, rehabilitate, upgrade, operate and maintain the educational facilities before transferring them back to Pakistan Railways.

Eligible bidders must be reputable firms or companies having demonstrated experience in the education field. Interested bidders must purchase the Request for Proposal documents including bidding documents and draft concession agreement in hard copy form from the office of Director General Education Pakistan Railways at Empress Road Lahore by paying Rs. 10,000 in cash, which is mandatory for participation in the bidding process. Each bidder applying for more than one school project must submit separate proposals with bid security for each project.

A pre-bid conference will be held on 5th August 2026 at 11:00 AM at the office of Director General Education. Technical and financial proposals sealed in separate envelopes must be submitted by 2:00 PM on or before 25th August 2026 at Pakistan Railways Headquarters Office Empress Road Lahore.
