Description / Scope of Work
The Communication & Works Division Torghar, Government of Khyber Pakhtunkhwa, invites electronic bids from eligible contractors for Annual Operation, Maintenance and Repair (AOM&R) of the Senior Civil Judge Administrative Residence located at Oghi. This single-stage single-envelope tender is being conducted through the EPADS e-procurement system in accordance with KPPRA procurement rules 2014. The estimated cost of the work is Rs. 3.730 million, with a required PEC category of C-6 and above. The work is to be completed as per the specified work order, with the contract to be awarded on a competitive bidding basis. Bidders must be duly registered with the Khyber Pakhtunkhwa Revenue Authority and hold valid PEC registration from the relevant construction category.
Eligible bidders must meet all qualification requirements including valid PEC registration, C&W Department registration, and active KPRA tax registration. Bid security is required at 2 percent of the engineer's estimate for bids up to 10 percent below the estimate. For bids between 10 to 20 percent below the estimate, an additional 8 percent security is mandatory. Bids more than 20 percent below require full detailed rate analysis and additional security equal to the differential amount. A non-refundable tender fee of 0.05 percent of the engineer's cost must be submitted as a separate call deposit along with earnest money. The bid security, in the form of a certified deposit receipt from a scheduled bank, must be submitted with the financial proposal.
Bidding documents are available for download from the EPADS system and KPPRA website, with an option to obtain printed copies from the procuring entity office upon payment of Rs. 3,000 and submission of valid credentials. A pre-bid meeting will be held on July 20, 2026, at 11:00 AM in the office of the Executive Engineer, C&W Division Torghar, to address queries regarding bidding documents and the procurement process. Electronic bids must be submitted through EPADS before July 27, 2026, at 12:00 PM, with financial bid opening scheduled for the same date at 12:30 PM. Bidders must ensure original bid security and additional security instruments are physically submitted to the procuring entity before the bid closing date.
