Description / Scope of Work
The PHE Division Hangu under the Government of Khyber Pakhtunkhwa invites electronic bids through the ePADS system for four annual maintenance and repair contracts covering electrical, mechanical, and civil works at subdivision level in Hangu and Thal regions. The tender comprises four separate work packages with a combined estimated cost of approximately PKR 16 million, split as follows: electrical and mechanical maintenance for Hangu subdivision valued at PKR 5 million, civil works maintenance for Hangu subdivision at PKR 6 million, electrical and mechanical maintenance for Thal subdivision at PKR 3 million, and civil works maintenance for Thal subdivision at PKR 3.2 million. All works are located in Khyber Pakhtunkhwa province and fall under the purview of the Public Health Engineering department.
Eligible bidders must be government contractors and firms duly registered with the Pakistan Engineering Council (PEC) and Khyber Pakhtunkhwa Revenue Authority (KPRA), with active tax registration under the Federal Board of Revenue (FBR). Contractors must hold valid KP Central Enlistment Certificates and possess appropriate codes: CE-09 for civil works, and EE-04, EE-05, EE-11, or ME-07 for electrical and mechanical repairs. Bidders undertaking electrical and mechanical works must additionally hold KP Electric Inspectorate registration and maintain an operational electrical and mechanical workshop. A call deposit receipt equal to 2 percent of the estimated cost must accompany each bid, with additional security required if quoted rates fall more than 10 percent below the engineer's estimate.
Bidding documents and bills of quantities must be submitted to the office of the Executive Engineer, PHE Division Hangu via registered courier on or before 11 August 2026 at 1200 hours. Bids will be opened on the same date at 1230 hours under the Single Stage Single Envelope procedure as per KP-PPRA rules. Bidders must submit attested copies of CNIC, valid PEC registration, KPRA and FBR registration, KP Central Enlistment Certificate, and if applicable, Form-H/SECP documentation. Incomplete or conditional bids shall be rejected. The competent authority reserves the right to accept or reject any or all bids under Rule 47 of KPPRA Rules.
