Pre-qualification of Repair and Maintenance Service Firms by Excise and Taxation Department

The Excise and Taxation Department, Islamabad invites sealed technical bids from qualified suppliers and contractors for pre-qualification to provide repair, maintenance and supply services in two main sectors: repair of machinery, furniture, software, hardware, IT systems, office buildings, printing and miscellaneous works; and repair of transport vehicles including cars and motorcycles. Interested firms must have established state-of-the-art workshops in Islamabad with experienced and skilled manpower. The pre-qualification process is governed by PPRA Rules 2004 and is open to all eligible applicants. Only pre-qualified firms will be eligible to conduct business with this office following successful completion of the evaluation process.

Eligibility criteria require firms to possess their own modern office or workshop facility in Islamabad and maintain General Sales Tax Registration, National Tax Number and active taxpayer list status with FBR. Applicants must have a bank account and vendor number assigned by AGPR. Firms must demonstrate relevant experience including similar nature of works completed during the last five years for government departments and automotive organizations, proof of services rendered to at least five ministries or divisions with satisfaction certificates, and evidence of pre-qualification with government, semi-government or private sector organizations. Additional requirements include copy of incorporation certificate, organizational structure, list of key personnel with technical qualifications, affidavit confirming no blacklisting or litigation history, professional tax certificate from Islamabad, and proof of enlistment with other departments.

Applications prepared according to pre-qualification document instructions must be submitted both manually and through EPADS 2.0 on or before Friday, July 31, 2026 at 01:00 PM to the Excise and Taxation Officer, Motor Registering Authority, H-9, Islamabad. Sealed bids will be opened on the same date at 02:30 PM in the presence of firm representatives. Complete pre-qualification documents are available through EPADS 2.0 during office hours. The department reserves the right to accept or reject any or all bids according to PPRA regulations at any stage of the process. Successful firms must respond immediately upon receipt of work orders, provide on-site fault rectification where possible, use genuine spare parts with warranty, and replace faulty parts without charge if identical faults occur within warranty periods.
