Description / Scope of Work
The Ministry of Federal Education & Professional Training, Government of Pakistan, invites proposals from eligible individual consultants through open competitive bidding for the hiring of one individual consultant (advisory) for the Establishment of Centre of Excellence for Autism. This is a specialized advisory position aimed at supporting the development and implementation of autism-focused educational and professional training programs across Pakistan. The selection process will be conducted in accordance with the Public Procurement Regulatory Authority (PPRA) Procurement of Consultancy Services Regulations, 2010, using the Quality and Cost Based Selection (QCBS) method under the Single Stage Two Envelope procedure.
Eligibility requires candidates to possess either a PhD Degree in Architecture, Education, Social Sciences, Environmental Design, or any other allied discipline with research focus on Autism, Special Education, or Inclusive Education, complemented by a minimum of fifteen years of relevant professional experience; or alternatively, a Master's degree (16 years of education) in Architecture, Education, Social Sciences, Environmental Design, or any other allied discipline, with specialization, research, or demonstrable professional expertise in Autism, Special Education, or Inclusive Education, and a minimum of twenty years of relevant professional experience. Interested consultants must register on ePADS and submit Technical and Financial Proposals electronically through ePADS on or before Wednesday, 29 July 2026, at 02:00 p.m., with Technical Proposals opening on the same day at 02:30 p.m. The Ministry reserves the right to accept or reject any or all proposals in accordance with PPRA Rules, 2004.
