Description / Scope of Work

The National Highway Authority invites proposals from reputable consulting engineering organizations and firms for consultancy services related to techno economic feasibility assessment and detailed design of construction of an additional 2-lane bridge over River Indus at Ghazi Ghat on the N-70 highway. This is a significant infrastructure development project in Federal territory aimed at improving connectivity and reducing traffic congestion on a major national route. The scope encompasses feasibility studies, economic analysis, and comprehensive detailed design documentation for the bridge construction. Qualified consultants must hold valid Pakistan Engineering Council (PEC) registration in relevant fields and maintain active enrollment on the Federal Board of Revenue's Tax Payer List. RFP documents are available for download from the National Highway Authority website at www.nha.gov.pk or can be purchased from the NHA-HQ office during working hours against a non-refundable payment of Rs. 1,000 payable by demand draft in favor of the National Highway Authority. A pre-proposal conference will be conducted on 3rd September 2026 at 1100 hours at the General Manager (P&CA) office, National Highway Authority, Islamabad, to clarify project requirements and address prospective bidders' queries regarding the assignment scope and deliverables.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

A major consultancy assignment for bridge feasibility and design on the N-70 corridor, requiring PEC-registered firms with credible track records in infrastructure projects.

The tight 29-day bid window and requirement for hard-bound proposals suggest this is a government-prioritized project. Scope spans feasibility economics through detailed design, likely a 6–12 month engagement. Single-stage two-envelope evaluation means technical quality and financial proposal must both be strong; technical evaluation concludes before financial bids are opened. Pre-bid conference on 3 September is essential attendance for clarity on deliverables and client expectations.

Who can bid: Bidders must hold valid PEC registration in relevant engineering disciplines and demonstrate active Tax Payer List enrollment with the Federal Board of Revenue. Typically, consortia must also show evidence of similar completed projects and relevant technical expertise in bridge design and feasibility studies for infrastructure.
