Description / Scope of Work
The Police Department, Operations Wing, Lahore invites electronic bids for the purchase of miscellaneous items, sports equipment, stationery, furniture, machinery, lubricants and other supplies for the financial year 2026-2027. This framework contract tender covers fifteen separate heads of accounts with a grand total estimated cost of Rs 499,800,000, including major allocations for miscellaneous and Covid-related items (Rs 200,000,000), plant and machinery (Rs 700,000,000), and furniture and fixtures (Rs 700,000,000). The procurement is being conducted through the e-Procurement system EPADS and will be executed by the DIG/Operations Office located near District Courts in Lahore, Punjab.
Bidders must be registered with the Tax Department (Income Tax, Sales Tax, and Professional Tax) and submit a Call Deposit Receipt as bid security equivalent to 3% of the estimated cost under PPRA 2014 Chapter-V rules before the e-bid submission deadline. Technical proposals must include original documentation such as tax registration certificates, Professional Tax Clearance Certificates for 2025-2026, product specifications, brochures and catalogues, and mandatory technical samples for each item. Only importers themselves may claim tax exemption on imported items subject to FBR certification; all other rates must be quoted inclusive of taxes. Performance guarantees of 1-5% may be required for applicable items.

Electronic bids must be submitted online through the EPADS website by 11:00 AM on 28 July 2026, with bid opening scheduled for 11:30 AM on the same date. The bid security instrument must be physically submitted in an envelope marked with the bidding document number before the e-bid submission deadline at the DIG/Operations Office. E-bids remain valid until 30 June 2027. Bidders may participate in single lots or multiple lots, but must quote rates for every item in the selected package. Late submissions will not be accepted.
