Purchase and Repair of Items by Pakistan Aeronautical Complex Mirage Rebuild Factory

Pakistan Aeronautical Complex Mirage Rebuild Factory, Kamra, Punjab invites sealed tenders for the purchase and repair of items as per an enclosed list from sales tax registered suppliers on the Active Taxpayers List (ATL) of FBR. This open tender (OT-01) is published under tender reference MRF/Log/26-27/OT-01, with bids to be submitted by 30 July 2026 at 1000 hours and opened on the same day at 1100 hours. The procurement scope includes various aviation materials, equipment, chemicals, lubricants, spare parts and consumables to be delivered at MRF premises with all liabilities on the supplier. All items must comply with MRF quality system requirements including provision of Certificates of Conformance, Technical Data Sheets (TDS), Material Safety Data Sheets (MSDS), calibration certificates and laboratory test reports as applicable.

Eligibility is restricted to firms registered with Pakistan Aeronautical Complex Board (PACB) on the Active Taxpayers List, holding valid Sales Tax Registration Certificates and NTN certificates. Bidders must provide proof of professional tax registration with the relevant provincial taxation authority. Unregistered firms must submit earnest money at 5% of quoted value through bank draft or CDR in favour of Public Fund Account MRF PAC, Kamra. Quotations must remain valid for a minimum of 90 days and include separate technical and financial proposals with pictures, TDS, and specification documents as required for each item.

Bid documents can be obtained from MRF, PAC Kamra premises. Quotations must be submitted in a single package containing two sealed envelopes: one for the technical proposal without prices and one for the financial proposal. All quotations should be addressed to the Managing Director MRF, FAC Kamra and must indicate tender reference, firm name, tender number and opening date. Delivery of stores must commence within the factual delivery period specified in the purchase order, with no extensions granted except under extreme unavoidable circumstances. Standard packing is mandatory, and MRF reserves the right to cancel any purchase order in case of failure or non-delivery.
