For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
Heavy Industries Taxila seeks a single 100 KVA UPS unit (Easy 3M model) on FOR basis—likely a replacement or backup power system for their Taxila facility.
Scale is modest (one-off procurement of specialized equipment). Notable: two-envelope process with stringent pre-qualification requirements, performance warranties, and advance payment guarantees suggest buyer expects supplier financial stability and proven delivery track record. Deadline is tight (approximately 3 weeks from notice date). Competitive advantage favors vendors with existing HIT relationships or prior UPS supply experience to government/defense contractors.
Who can bid: Must be pre-qualified with certificates of eligibility; SECP/NTN registration typically required for Pakistani firms supplying to government. Bidders must provide earnest money, bid security, non-disclosure agreement, and bank guarantees for advance payment and performance warranty. No explicit PEC category stated; eligibility appears vendor/supplier-focused rather than construction-based.
