Description / Scope of Work
The Public Health Engineering Division Lakki Marwat, Government of Khyber Pakhtunkhwa, invites consultancy services on a Quality and Cost based selection through Single Stage Two Envelopes procedure. Two projects are being procured: Design Review and Supervision of Drinking Water Supply and Sanitation Schemes under the Mega Drinking Water Supply and Sanitation Schemes for Naurang City, Lakki Marwat (ADP No. 250693), and Design Review and Supervision of Sanitation and Drainage Infrastructure under the Improvement of Sanitation and Drainage Infrastructure in Lakki City, District Lakki Marwat (ADP No. 251006). The scope encompasses comprehensive design review, quality assurance, and supervisory services for water supply and sanitation infrastructure development in Lakki Marwat, a district in Khyber Pakhtunkhwa province.
Eligible consultants, firms, and companies must be registered with the Pakistan Engineering Council (PEC) bearing relevant codes as specified in the Request for Proposal document, the Khyber Pakhtunkhwa Revenue Authority (KPRA), and the Federal Board of Revenue (FBR). A bid declaration certificate must be uploaded before submission confirming the consultant's commitment to provide a performance security or guarantee equivalent to 10 percent of the bid amount in the form of a Call Deposit Receipt or Bank Guarantee from Schedule Banks of Pakistan, made in favour of the Executive Engineer, PHE Division Lakki Marwat.
The Request for Proposal document is available for download from the EPADS and KP-PPRA website. Technical and Financial Proposals must be submitted through EPADS (file uploading system) on or before 14th September 2026 at 1100 hours. Technical Proposals will be downloaded and evaluated on 14th September 2026 at 1130 hours by the Procuring Committee. A pre-bid meeting will be held on 3rd September 2026 at 1200 hours at the office of the Chief Engineer (South), Public Health Engineering Department, Khyber Pakhtunkhwa, at Plot 40, Sector B-II, Phase V, Hayatabad, Peshawar. The date of financial opening will be communicated after technical proposal evaluation. Incomplete or conditional proposals will not be entertained.
