Purchase of Goods under Framework Contract by School Education Department Punjab

The School Education Department, Government of the Punjab, invites sealed bids for the purchase of goods and consumables under a Framework Contract for the financial year 2026-27. The procurement covers stationery, printing and publication materials, computer stationery, entertainment and gifts, repair and maintenance items, plant and machinery, furniture and fixtures, and allied contingency items. The estimated total cost of this procurement is Rs. 244,059,000 (Rupees Two hundred forty-four million, fifty-nine thousand only), to be procured on an as-and-when-required, package or lot-wise basis at rates quoted and agreed by the successful bidder. The contract is for one financial year and may be extended for one further year subject to satisfactory performance and departmental requirements.

Bidders must comply with Punjab Procurement Rules, 2014 (as amended) and Punjab Procurement Regulations, 2024. The procurement follows the Single Stage Two Envelope procedure as prescribed under Rule 38 of PPR-14. Bid security is required at 2% of the estimated cost for each lot or package. Eligible bidders must possess valid business registration and comply with all statutory requirements. All bids must include technical specifications, financial proposals, performance guarantees, and integrity pact forms as specified in the bidding documents.

Bid documents are available from the Strategic Management Unit, School Education Department, 11-A Lawrence Road, Lahore. Bids must be submitted in sealed envelopes containing two separate envelopes for technical and financial proposals. The bid submission deadline is 31 July 2026. All bids will be opened in the presence of bidders or their representatives on the same date.
