Description / Scope of Work
The Provincial Disaster Management Authority (PDMA), Punjab, invites sealed bids from registered manufacturers, contractors, dealers, firms, vendors and suppliers for a framework contract to procure rescue and relief items on a need basis for the financial year 2026-2027. The procurement encompasses six lots including tents (single-fly canvas cloth and family tents), life jackets, plastic mats, mosquito nets, and portable toilets, with estimated total contract value of approximately PKR 609.77 million. The contract is administered from PDMA's offices at 152-B, New Muslim Town, Lahore, Punjab, and aims to support emergency response operations across the province by maintaining a pool of pre-qualified vendors capable of rapid mobilization during natural calamities and man-made disasters.
Eligible bidders must be registered with Income Tax, Sales Tax, Punjab Revenue Authority (PRA), and Professional Tax, and must be listed on the Federal Board of Revenue's Active Taxpayers List. Bid security is required at 2 percent of the estimated cost per lot, with delivery periods ranging from 3 to 15 days depending on the item category. Bidding shall follow Open Competitive Bidding procedures as specified in the Punjab Procurement Rules 2014 (as amended), conducted through the e-procurement portal at https://ep.punjab.gov.pk.
Bid documents are available through the PPRA e-procurement website, with response time calculated from the publication date. In case of emergency, PDMA may engage one or more of the lowest five prequalified bidders or all prequalified bidders at lowest offered rates as per operational requirements. The framework contract operates on a non-exclusive basis, and PDMA reserves the right to modify the contract terms and is under no obligation to accept the lowest bid if mandatory qualification requirements are not met.
