For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
EDB is seeking a third-party audit firm for the PAVE Programme, a development initiative under the Ministry of Industries. The engagement involves comprehensive financial auditing and compliance review of scheme operations. This is a one-off audit contract rather than an ongoing framework. International firms are explicitly eligible, suggesting a preference for international standards and experience. Submission is entirely electronic via E-PADS with strict timestamp enforcement—delay means automatic rejection. The scope and budget are not specified in the notice, so interested firms should request full ToR via e-PADS before commitment.
Who can bid: The notice invites both national and international financial audit firms without specifying minimum PEC category or registration level. Typically, firms providing financial audit services in Pakistan must be registered with the Securities and Exchange Commission of Pakistan (SECP) as audit firms, hold valid firm audit licenses from the Institute of Chartered Accountants of Pakistan (ICAP), and possess valid NTN. Experience in government or development programme audits is typically preferred.
