Pakistan State Oil Company Limited invites quotations for comprehensive revaluation services of fixed assets across multiple operational locations in Sindh and other provinces. The scope encompasses valuation of buildings, plant and machinery, storage tanks and pipelines at four aviation stations (Gwadar, Quetta, Nawabshah, Pasni), nine depots including Keamari Terminals A, B and C, Pipri Installation, Railway Marshalling Yard, Buffer Terminal Bin Qasim Karachi, Quetta Depot, Khuzdar, Pasni, Sangi and Shikarpur installations, three sales offices (Quetta, Sahiwal, Gujranwala) and two lubricant facilities (New Hyderabad Depot and Blending Plant Keamari). The contract reference is SAP No. 6100018350 with quotations due by 09 October 2026. PSO will provide a comprehensive list of all assets requiring physical inspection and valuation in the presence of PSO representatives.
The selected valuation firm must examine and document new value, present assessed value and replacement value for each asset, submitting detailed reports in both hard and soft copies. Reports must include asset specifications such as make, model, dimensions, length, capacity and physical condition alongside location-wise summaries with valuation assumptions and methodologies. The valuator shall also review existing insurance policies and recommend improved coverage where applicable. Appropriate qualified staff must be deployed for each asset category with detailed CVs submitted prior to commencement. Field visits must commence within ten days of service order issuance and the entire valuation exercise must be completed within 12 weeks. Optional presentation to PSO management may be required.
Payment structure provides 50 percent upon completion of field visits and 50 percent following satisfactory submission of final reports. Late delivery incurs a penalty of 0.5 percent per day up to a maximum of 10 percent of purchase order value. Quotations should reference the RFQ number GA-20014NZ and include earnest money details and PO/DD number as applicable. Interested firms must submit their best pricing with supporting documentation by the specified closing date and time.
