For Bidders: Our Analysis PAKISTANTENDER INSIGHT

AKAHP is tendering energy retrofit work on four public facilities (schools and hospitals) in Upper Chitral under EU funding. This is a bundled opportunity—bidders must bid for all four or none, eliminating partial participation. All work is in remote Chitral locations, which may affect labour availability and logistics costs. The tight 04 August 2026 deadline and requirement for PEC C-5+ registration with active tax compliance suggest a serious, professionally managed project. Scale appears medium to large based on multiple building retrofits across dispersed sites.
Who can bid: Bidders must be registered with Pakistan Engineering Council in Category C-5 or above, listed on the Federal Board of Revenue's Active Taxpayers List (if applicable), and registered with Tax Departments. Firms must be reputable and duly registered. Typically, such EU-funded infrastructure contracts require ISO certifications, proven experience in similar retrofits, and financial audits.
