The Water and Sanitation Agency (WASA), Lahore invites competitive bids from registered contractors for the installation of a new 01-number 2-CFS capacity tubewell at Akbar Chowk Tee No. 05, UC-71 in replacement of a defunct T5 tubewell in Islampur, Sub Division WASA Lahore, Punjab. This is a technical water supply infrastructure project with an estimated cost of Rs 24,504,707. Eligible contractors must be registered with the Punjab Procurement Regulatory Authority (PPRA) in category C6 or above with specialisation in codes C6-09, C6-10, and M6-06, and must possess an active Pakistan Engineering Council (PEC) license as Active Pillar NTN and PNTN. The project scope includes design, procurement, installation and commissioning of the tubewell infrastructure.
Bidders must hold valid PEC registration with appropriate category and specialisation codes for water supply and mechanical work. A digital bid security of 3 percent of the estimated cost, amounting to Rs 735,141.21, must be deposited on the Punjab e-Procurement System. Technical bids will be opened on the same day as submission. Only technically responsive bidders will proceed to financial bid evaluation. Bids must be submitted exclusively through the Punjab e-Procurement System; no manual submissions or alternative delivery methods are permitted.

Single Stage Two Envelope bidding procedure will be followed. Bids must be submitted by 11:00 AM on the date specified in the tender schedule. Technical bids will be opened on the same day at 2:00 PM. The bid validity period is 120 days. Bidders should quote rates against each item as a percentage of estimated cost. All bids found to contain viruses or be non-responsive will be rejected per PPRA Regulations-2024.
