Operation & Maintenance Works for Mardan Irrigation Division 2026-27

The Irrigation Division Mardan invites electronic bids from eligible contractors for operation and maintenance works across nine sub-contracts totalling approximately Rs 22.50 million during the financial year 2026-27. Works include civil, irrigation, electrical, mechanical, flood protection and drainage system maintenance across multiple sections of Mardan Irrigation Division in Khyber Pakhtunkhwa. The scope spans civil works in Mardan Section, irrigation works in Narai and Doshera sections, lift irrigation scheme operations, flood protection infrastructure and both surface and sub-surface drainage system maintenance. Bidders must submit bids electronically through the EPADS portal at https://kp.eprocure.gov.pk before 12:00 AM on 6 August 2026, with bid opening scheduled for 12:30 AM on the same date. The bid security requirement is 2% of estimated cost for each sub-work, ranging from Rs 40,000 to Rs 100,000 depending on project value.

Eligible bidders must hold valid Pakistan Engineering Council registration for Financial Year 2026-27 in the relevant category and specialization codes, specifically C6 and above category with codes CE-04(II), CE-10, ME-07 or EE-11 as applicable to each sub-work. Contractors must also maintain active registration with KPRA (Khyber Pakhtunkhwa Revenue Authority) and possess current NTN (National Tax Number) registration with FBR. Bid security shall be submitted as 2% scanned Call Deposit Receipt issued in favour of XEN Irrigation Mardan, with only CDRs from Scheduled Banks accepted; bank cheques and pay orders are not acceptable. As per KPPRA Notification No. S.R.O (29) Vol:1-40/2025-26, failure to submit original bid security CDR and additional security instruments in hard form within the stipulated time shall render the bid non-responsive and may result in debarment for one year.

Bidding documents are available for download from the KPPRA website at www.irrigation.gkp.pk or via EPADS at https://kp.eprocure.gov.pk. All bids must be uploaded through the EPADS portal as a single PDF file containing signed BOQ with quoted rates, CNIC copy, valid PEC license with relevant specialization codes, valid enlistment certificate, active KPRA and FBR documentation, and rate analysis (if required). A pre-bid meeting will be held on 27 July 2026 at 11:00 AM at the office of the Executive Engineer. The bids remain valid for 120 days from the opening date. In case of identical rates from multiple contractors, the lowest bidder will be selected through draw. The employer reserves authority to reject any or all bids for cogent reasons, and payment is subject to fund availability.

Nine separate operation and maintenance contracts aggregating Rs 22.5 million for Mardan Irrigation Division across civil, irrigation, electrical and mechanical works during 2026-27.
