Provision and Installation of Split Air Conditioners at HEC Islamabad

The Higher Education Commission (HEC), Islamabad invites sealed electronic bids from reputable firms and contractors for the provision and installation of new split air conditioners at various offices of HEC H-9 and H-8 premises in Islamabad for the financial year 2026-2027. This is a single-stage two-envelope procurement conducted under PPRA Rule 36(b) on a least cost basis. The bid security required is Rs. 1,000,000 in the form of a pay order or bank draft favoring the Director General (Finance), HEC. The contract will be executed as per work orders issued during the contract period. Eligible bidders must have relevant experience and proper registration with PEC, Income Tax and GST Department, and maintain an active taxpayer status and representative office in Islamabad or Rawalpindi.

Bidders must be registered on EPADS v2.0 to submit bids electronically. The detailed bid documents, terms, conditions, specifications and requirements are available on the E-Pak Acquisition and Disposal System (EPADS) at https://epads.gov.pk/opportunities/federal/procurements/61826. Electronic bids must be submitted through EPADS v2.0 on or before 01:30 PM on Tuesday, August 04, 2026. The public opening of e-bids will take place at 02:00 PM on the same date at the Auditorium Block, HEC, H-9, Islamabad. HEC reserves the right to accept or reject any or all bids in accordance with PPRA rules. In case of a sudden holiday on the bid opening or submission date, the process will be deferred to the next working day.
