Description / Scope of Work
National University of Modern Languages (NUML), Islamabad invites sealed bids on a turnkey basis for the supply, installation, testing and commissioning of an integrated access control and verification system featuring turnstiles at entry and exit gates across the main campus in Islamabad. The project encompasses 20 tripod turnstiles, 42 facial recognition devices with AI-enabled dual-camera systems, 2 RFID card printers, 30,000 RFID cards, 4 desktop PCs for display, 7 LED monitors, 6 managed network switches, optical fiber and CAT-6 connectivity infrastructure, and 6 UPS units. All equipment must be sourced from approved manufacturers (Hikvision, Evolis, HP, Dell, Lenovo, TCL, Haier, H3C, Ruckus, TP Link, Deutsche, Green Power or equivalent), and the bidder is responsible for complete end-to-end deployment including configuration, training and commissioning within 90 days of order placement.
Eligible bidders include all private firms and Federal or Provincial Government organizations; Joint Ventures are not permitted. Bidders must furnish earnest money of PKR 750,000 in the form of a bank draft or pay order valid for six months, plus a non-refundable tender fee of PKR 15,000. OEM or Major Authorized Distributor certificates are mandatory for all principal items. Bids must be submitted electronically through the EPADS portal by 4 August 2026 at 11:00 hrs; physical sealed envelopes will be opened the same day at 11:30 hrs. All rates must be quoted in Pakistani Rupees inclusive of taxes and remain valid for 90 days. A mandatory site visit to the main campus is required before quoting rates.
Bid documents must be obtained by registering on EPADS or contacting PPRA (1st floor, FBC Building, Sector G-5/2, Islamabad; phone 051-111-137-237) for technical support. The contract will be awarded to the technically qualified bidder with the financially lowest total solution cost. The successful bidder must provide one year of warranty maintenance with on-site fault rectification within 24 hours at no cost; 10 percent of the contract value will be retained as security pending warranty completion. Late delivery incurs a penalty of 0.10 percent per day up to a maximum of 10 percent; no compensation is allowed for currency fluctuations or legislative changes. Payment is processed only after satisfactory technical inspection and commissioning.
