Description / Scope of Work
Jinnah Institute of Cardiology, Lahore invites electronic bids from eligible manufacturers, sole agents, and sole importers for the supply of general store chemical items during the financial year 2026-2027. The procurement is open to bidders registered on e-Punjab Acquisition and Disposal System (e-PADS) and with relevant registration authorities and tax departments. Bidding documents containing detailed specifications and terms and conditions are available for download from the Punjab Procurement Regulatory Authority website at http://ppra.punjab.gov.pk and the e-PADS portal at https://punjab.eprocure.gov.pk. The procurement process is governed by Punjab Procurement Rules 2014 (amended) and Punjab Procurement Regulations 2024, following a single stage two envelope bidding procedure.
Eligible bidders must be registered on e-PADS and with relevant registration authorities and tax departments. Bidders are required to submit 2% bid security of the estimated cost of quoted items or lots in the form of Bank Draft, Bank Guarantee, Call Deposit Receipt (CDR), Demand Draft (DD), Pay Order (PO), or Banker's cheque along with the technical proposal. The original bid security must be submitted on or before the time of e-bid opening to the Purchase Section of Jinnah Institute of Cardiology, Lahore, in addition to the soft copy uploaded on the e-PADS portal. Items must be quoted in both technical and financial proposals with brand names clearly specified.
Electronic bids must be submitted online on or before 3 August 2026 at 10:30 am through the e-PADS portal. Bid opening will take place on the same day at 11:00 am in the presence of bidders' representatives. Bid validity is 180 days from the date of bid opening. Hard copies of e-bids are not required. Interested bidders may obtain further information from the Purchase Section, Jinnah Institute of Cardiology, Lahore during working hours. The procuring agency shall not be responsible for failures in e-bid submission due to technical errors or internet issues.
