Tender Details
Description / Scope of Work
Lahore Electric Supply Company (LESCO) invites electronic bids for the disposal of unserviceable and scrap materials through the E-PADS (Version 2.0) platform. The tender concerns the sale of 70,000 kilograms of dismantled ACSR Lynx conductor currently stored at the Warehouse in Chichokimallian and Fazaiya Store in Punjab. The tender is being conducted under the National Open Competitive Bidding procedure following the Single Stage One Envelope method as prescribed in Public Procurement Rules 2004 (PPRA-2004). Interested bidders must submit bids electronically via the e-procurement portal at www.eprocure.gov.pk. The disposal is on an as-is-where-is basis, and prospective bidders are encouraged to inspect the scrap materials during working hours at the specified location before submitting their bids.
All participating bidders must be registered and eligible to participate in public procurement in Pakistan. A fixed bid security of PKR 637,000 is mandatory for each bid and must be submitted in acceptable form at the office of the Chief Engineer (Materials Management) at LESCO Headquarters before the scheduled bid submission time. Bid security ensures the integrity of the bidding process and is a non-negotiable requirement. Reserve prices are exclusive of all applicable taxes, which will be charged separately at the time of final payment according to government regulations.
Detailed bidding documents including terms and conditions are available for download from the PPRA website and the E-PADS portal. Bids must be submitted electronically before 11:00 AM on 6 August 2026. For further information and contact details, bidders should refer to the complete bidding documents or contact LESCO's procurement office directly. The bidding process strictly adheres to PPRA Rule 36/A procedures as amended to date.
For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
LESCO is auctioning 70 metric tons of scrap ACSR conductor — a substantial one-time disposal. The security requirement of PKR 637,000 is moderate for the lot size, suggesting moderate competition expected. Bidders need registered procurement status. This is salvage metal, not a service contract; margins depend entirely on bulk scrap rates and removal logistics from two storage locations. Inspection access is available beforehand.
Who can bid: No explicit restrictions stated. Bidders typically require valid NTN registration, no blacklisting by PPRA, and capacity to remit bid security before submission deadline. PEC registration is not required for scrap disposal; SECP registration for companies is standard practice.
